Former head of Uganda’s military intelligence agency, the Chieftaincy of Military Intelligence (CMI), Maj Gen James Mugabe Birungi, has been remanded in military custody again after a person expected to stand surety for him failed to appear in court.
Birungi appeared before Uganda’s General Court Martial in Makindye, where the proceedings were presided over by Brig Gen Richard Tukachungurwa.
The court ordered that Birungi remain detained at the Makindye Military Police Barracks until Thursday, September 24, 2026.
The court is expected to resume hearing his application for temporary release on bail on that date.
Maj Gen Birungi is facing a charge of treachery, a serious offence involving alleged acts of betraying the country or government, alongside other charges related to national security.
The decision to keep him in custody does not mean that he has been found guilty of the charges against him. Maj Gen Birungi remains presumed innocent unless and until a court establishes his guilt.
