Journalists continue to flee: What problems do they say they face?

As reports emerge of journalists leaving Rwanda due to security concerns, questions arise about why institutions meant to protect the profession of journalism have not publicly addressed these claims. 

Recently, it became known that Eric Bagirubusa, formerly with Voice of America, and Manirakiza Théogène, who worked with Ukwezi, are no longer in Rwanda. Before news of his departure surfaced, Théogène had stated in an interview on Ukwezi TV’s YouTube channel that he feared for his safety. He mentioned that powerful individuals were putting him under pressure, though he did not name them or provide evidence. After fleeing, he confirmed that he had left the country with his family. 

Similarly, Karegeya Omar has long said he left Rwanda due to security reasons, while Ndahiro Valens Papy recently declared that he does not feel safe. 

 Key Issues Raised

Security concerns: Journalists cite threats to their safety as the main reason for leaving. 

Pressure from powerful individuals: Some claim they face intimidation, though without naming specific actors. 

Role of media institutions: Analysts question why bodies like the Association of Rwandan Journalists (ARJ) and Rwanda Media Commission (RMC) have not clarified whether they received or followed up on these complaints. 

Impact on journalism: Such departures undermine public trust in journalism and affect Rwanda’s image regarding freedom of expression. 

 Government’s Position

The Rwandan government has repeatedly stated that **media freedom** is respected. Officials argue that allegations made by some journalists or international organizations should not be taken as unquestionable truth. They emphasize that anyone claiming harassment or intimidation can seek redress through legal institutions. 

Broader Implications

Analysts note that when journalists flee or publicly express fear for their safety, it raises concerns about the credibility of Rwanda’s media environment. At the same time, they stress that each case should be investigated individually, with explanations provided by all parties involved, rather than relying solely on one side’s narrative.
