The National Public Prosecution Authority of Rwanda (NPPA) has announced the arrest of two men suspected of taking part in the 1994 Genocide against the Tutsi, after spending many years hiding in Germany and Canada.

In a statement released on July 16, 2026, the NPPA said the suspects, Innocent Sebagoyi and Laurent Nduwayezu, were arrested in cooperation with judicial authorities from the two countries.

Sebagoyi was arrested in Germany on July 1, 2026, based on an international arrest warrant issued by Rwanda in 2019. He was born on September 20, 1967, in Mushonyi Sector, Rutsiro District.

During the Genocide against the Tutsi, he served as the Deputy Burgomaster in charge of administration and legal affairs in the former Kayove Commune.

He is accused of crimes including genocide, extermination as a crime against humanity, and direct and public incitement to commit genocide.

According to the NPPA, Sebagoyi is also suspected of participating in attacks against Tutsi civilians in different areas of Kayove, particularly those who had sought refuge at Muyange Primary School.

Meanwhile, Laurent Nduwayezu was arrested in Canada on June 22, 2026, based on an arrest warrant issued by Rwanda in 2014.

Nduwayezu, who was born in 1958 in Burera District, was serving as the Chief Security Officer at BRALIRWA in the former Rubavu Commune during the Genocide period.

He faces charges including genocide, complicity in genocide, conspiracy to commit genocide, extermination, and murder as crimes against humanity.

He is also accused of participating in the killing of Tutsi in different parts of Rubavu and attending meetings where names of Tutsi who were targeted for killing were discussed.

The NPPA thanked judicial authorities in Germany and Canada for their continued cooperation in efforts to locate and arrest individuals suspected of involvement in the Genocide against the Tutsi so that they can face justice.

Although the Genocide against the Tutsi was stopped by the Rwanda Patriotic Front (RPF-Inkotanyi) 32 years ago, many people suspected of involvement in the genocide are still at large.

Recently, Dr. Wibabara Charity, Director of the International Justice and Judicial Cooperation Unit at the Ministry of Justice, said that out of 1,199 international arrest requests Rwanda has submitted to foreign countries regarding genocide suspects, only 63 individuals have so far been brought before justice.
