DRC: Hopes Fade Over U.S.–Congo Critical Minerals Deal

As the Democratic Republic of Congo (DRC) continues to promote its critical minerals partnership with the United States as a major step toward attracting investment and adding value to its vast natural resources, some analysts are beginning to question whether the initiative will deliver on its promises.

In an analysis published by Jeune Afrique, journalist François Misser argues that months after the partnership was announced, the large-scale U.S. investments that many expected have yet to materialize. Instead, persistent insecurity in eastern DRC, governance challenges, and geopolitical competition over critical minerals continue to slow progress.

According to the analysis, President Félix Tshisekedi’s administration had hoped that closer cooperation with Washington would help reduce the country’s dependence on China, which dominates much of the DRC’s cobalt and copper mining sector. However, no major American mining projects have yet been launched on the scale initially anticipated.

Analysts say that while the United States has a strong strategic interest in securing supplies of critical minerals needed for advanced technologies and electric vehicle production, American investors remain cautious because of security risks, regulatory uncertainty, and concerns about the overall business environment in the DRC.

The article also suggests that Kinshasa may have placed high expectations on the partnership, while overlooking the fact that large-scale foreign investment depends first and foremost on lasting security, transparent governance, and a predictable legal framework.

The debate comes as the DRC continues implementing the Washington peace agreement, under which economic cooperation and the development of the country’s mineral sector are seen as key pillars for promoting long-term peace and stability in the Great Lakes region.

Although the Congolese government maintains that the partnership will eventually generate significant economic benefits, some observers believe the road ahead remains challenging and that the ambitious expectations surrounding the U.S.–DRC minerals deal may take much longer to become reality.
