DRC Peace Process: Is Évariste Ndayishimiye a Credible Mediator?

Burundian President Évariste Ndayishimiye was recently appointed by the African Union (AU) as the chief mediator in efforts to restore peace in the eastern Democratic Republic of the Congo (DRC). However, his appointment has sparked debate, with some questioning whether he can serve as a neutral and credible mediator accepted by all parties.

Critics argue that Burundi’s military involvement alongside the Armed Forces of the DRC (FARDC) against armed groups in eastern Congo raises concerns about Ndayishimiye’s impartiality. They also point to his previous public statements criticizing the AFC/M23 rebel movement and Rwanda, arguing that these positions could undermine confidence in his role as a neutral broker.

Supporters, however, contend that Ndayishimiye’s regional experience and Burundi’s close geographical and political ties to the DRC make him well placed to facilitate dialogue. They argue that his understanding of the region’s complex security dynamics could help advance efforts toward a negotiated settlement.

His appointment comes as several peace initiatives, including the Doha talks and the African Union-led mediation process, seek greater coordination to achieve a lasting political solution to the conflict in eastern DRC.

Whether Ndayishimiye will ultimately be regarded as a credible mediator will depend on his ability to gain the trust of all parties involved and demonstrate impartiality throughout the peace process.
