DR Congo: Kabila Says US Minerals Deal Will Not Guarantee Survival of Current Government

Former Democratic Republic of Congo (DRC) President Joseph Kabila has said that the strategic minerals cooperation agreement between Congo and the United States should not be viewed as a guarantee that the current government will remain in power.

In a statement issued on October 9, 2026, Kabila addressed cooperation between Kinshasa and Washington, arguing that such agreements are based on the principle of continuity of state obligations, regardless of changes in government.

According to Kabila, agreements signed between countries should not be assessed solely in terms of the interests of the administration currently in power. Instead, they should be considered in light of the country’s long-term national commitments and interests.

Kabila made the remarks in a broader statement criticizing the country’s governance, security challenges and what he described as violations of democratic principles.

He also announced that he would continue sharing his views with the Congolese people on measures he believes should be taken to address the country’s ongoing challenges.

He said he would communicate his proposals in the coming hours, days and weeks, although he did not provide a detailed action plan or specify when the proposals would be released.

His remarks have brought renewed attention to the debate over how international economic and strategic agreements should be reconciled with national interests and changes in political leadership.
