The United Nations Security Council committee responsible for sanctions related to the situation in the Democratic Republic of Congo (DRC) has imposed new sanctions on Corneille Nangaa and five other leaders linked to the M23, FDLR, Twirwaneho and ADF armed groups. The committee also added the Alliance Fleuve Congo (AFC) coalition and the Twirwaneho armed group to the list of entities under sanctions.
On 14 July 2026, the committee established under Resolution 1533 (2004) announced the addition of Corneille Nangaa, leader of the AFC, Col. John Imani Nzenze, identified as a senior intelligence official of M23, Brig. Gen. Sébastien Kimenyi, alias Nyembo, described as an intelligence leader within the FDLR, Lt. Col. Gustave Kubwayo, alias Silikove, commander of an FDLR special unit, Brig. Gen. Charles Sematama, military commander of Twirwaneho, and Muhammed Lumisa, a member of the ADF.
Under the United Nations sanctions regime concerning the security situation in the Democratic Republic of Congo, individuals and entities placed on the sanctions list are subject to a series of restrictive measures, including:
The freezing of all assets and financial resources belonging to them in countries implementing the sanctions, preventing them from accessing, transferring or using those resources.
A travel ban, requiring UN member states to prevent designated individuals from entering or transiting through their territories.
An arms embargo, prohibiting the sale, transfer, purchase or supply of weapons and military equipment, as well as any form of assistance that could support their military activities.
The United Nations states that the listed individuals and groups have contributed to activities threatening peace and security in eastern DRC. The sanctions, which include asset freezes, travel restrictions and measures preventing access to weapons, are binding on all UN member states and must be implemented accordingly.
